Gateway liveness
GET/actuator/health
Returns gateway liveness. Anonymous — safe to point liveness probes
and uptime monitors at. Runtime status (providers, routes, limits,
region, and warnings) is served from /actuator/gateway-status and
requires Authorization: Bearer $DVARA_ACTUATOR_API_KEY. Commercial
posture and licence health are served separately from
/actuator/license with the same operator bearer. Neither operator
surface is part of the public Data Plane spec.
