Create a provider credential

POST 
/v1/admin/credentials

Stores a provider API key encrypted at rest with AES-256-GCM. The encryption key is derived from DVARA_ENCRYPTION_MASTER_PASSWORD at startup. Set tenant_id to scope the credential to a single tenant, or leave it null for a platform-default credential.
