Change policy status
POST /v1/admin/policies/:id/status
Transitions the policy between DRAFT, ACTIVE, SHADOW, and
ARCHIVED. Moving into ACTIVE runs conflict detection against
every other active policy and returns any conflicts as warnings in
the response body.
